(1) The government of Nepal should send a written report to the commission for opinion before sending the report on the matter that is required to send a report to any body under the international treaty related to human rights.
(2) If written according to sub-section (1), the Commission shall give an opinion to the Government of Nepal as soon as possible.
(3) If the Government of Nepal requests the consultation of the Commission regarding the creation of any law related to human rights or the amendment of any existing law, the Commission may provide an opinion on the matter to the Government of Nepal.
(4) The Commission may make a recommendation to the Government of Nepal to make a new law related to human rights or to amend any existing law or to become a party to any international or regional convention.
(5) If the Government of Nepal requests the advice of the Commission regarding becoming a party to any international or regional treaty related to human rights, the Commission will provide an opinion on the matter to the Government of Nepal.
